The story is based on John Fenton’s book, We Own This City, which portrays the corrupt police force who only cared about getting their bank account fat rather than committing themselves to take care of the citizens.
They took part in killings, unwarranted search hunts, drug dens and even killed unarmed people, then planted weapons to divert the investigator’s attention. All this was done because the police believed that the subjects were guilty anyway and who would even believe a criminal? After three years of terrorizing the citizens of Baltimore, the citizens finally decided that enough was enough. It is better to get killed fighting for justice than wait to be killed for not fighting for it.
