Joe Clark began his career as a well-known politician. He had been involved in politics since 1957, supporting the Progressive Conservative Party, and he aided as president of the Progressive Conservative Student Federation from 1962 to 1965. He served as executive assistant to Robert Stanfield, the Conservative leader in the House of Commons, from 1967 to 1970 and led the campaign that brought Peter Lougheed to office as Premier of Alberta. Clark was elected to Parliament for the first time in 1972, and he became the head of his party in 1976.

Clark became the leader of a minority administration after the Progressive Conservatives secured a majority of seats in Parliament in 1979. However, only six months after taking power, his government fell apart over a budget issue. His party was defeated in general elections in February and March 1980 by the Liberals, led by Pierre Elliott Trudeau. Clark was the Progressive Conservative Party’s leader until 1983.

He convened a formal leadership-selection meeting that year, but Brian Mulroney defeated him. Clark was Secretary of State for Foreign Affairs (1984–91) and President of the Queen’s Privy Council (1991–93) in Mulroney’s cabinet. He also aided as the UN’s special representative to Cyprus for a short time in 1993. Clark was re-elected as the Progressive Conservatives’ leader in 1998, and he was elected to the House of Commons in 2000.

In 2003, he resigned as the party’s head, and the following year, he withdrew from the legislature. Clark joined McGill University’s Centre for Developing-Area Studies as a professor in 2006. He went on to write How We Lead: A Century of Change in Canada (2013).
